The
third IRBD, Crisis
in Governance, produced
in 1997, was a departure
from the preceding two IRBDs in
the sense that it was the
first time that the IRBD focused
on a cross-cutting thematic issue
which in this case was governance.
The IRBD team members felt,
and this was also raised during
discussions over the first two
IRBDs, that many of the problems
constraining the performance
of Bangladesh economy, both at
the macro and micro level,
actually originated in a shared
failure of governance. IRBD
1997 thus attempted to identify
major governance problems in the
various sectors of the economy,
drawing attention to both weaknesses
in policy design and implementation, the
problems originating from the
lack of transparency and accountability
in the administration of development
and examined the role of the existing
institutions in addressing these
problems. The IRBD examined the
sensitivity of the ongoing reform
agenda to the presence and possible
resolution of such essentially
political problems. With a view
to identifying modalities of improving
the quality of governance in the
Bangladesh context, a
redefinition
of the role of existing institutions
and the need for new institutions
was also examined. Twelve separate
chapters of lRBD 1997 were devoted
to an analysis of governance issues
in the various areas of the Bangladesh
economy, whilst a separate chapter
was devoted to a discussion on
the concept of governance in the
Bangladesh context which provided
a framework for the sectoral analyses.
