Publication of the second CPD
Quarterly which covers the April-June 2002 period
testifies to CPD's continuing endeavour to keep
its Fellows, friends and well-wishers abreast
of the current and upcoming activities of the
Centre. The first CPD Quarterly was published
in July 2002.
During the second quarter of 2002 CPD conducted
a survey for the Global Competitiveness Report
2002 and completed a study on the South Asia
Sub-regional Economic Cooperation. Studies on
the themes of Trade Potentials of the South
Asian Economies, Marine Fisheries and the Child
Labour Situation in Bangladesh were initiated
during this time. CPD has also initiated the
work on preparation of IRBD 2002 during this
period.
CPD dialogue themes during this period included
Financial Sector Reforms, Budget for FY2002-03
and Post-MFA Challenges for Bangladesh's RMG
Sector. A major event during this period was
the international dialogue on Trade, Intellectual
Property and Biological Resources in Asia which
was participated by experts and diplomats from
the Geneva based missions dealing with the relevant
issues in the WTO. A three-day seminar followed
the dialogue.
CPD appreciates the constructive suggestions
received on the first issue of the CPD Quarterly,
and hopes to further improve the design and
content of the subsequent issues.

The Centre for
Policy Dialogue (CPD) and the International
Centre for Trade and Sustainable
Development (ICTSD), Geneva organised
a multi-stakeholder dialogue on
Trade, Intellectual Property and
Biological Resources in Asia. The
Bangladesh Environ-mental Lawyers
Association (BELA) and Quaker United
Nations Office (QUNO), Geneva collaborated
in the venture. Apart from Ambass-adors
Eduardo Perez Motta, Mexico's Permanent
Repre-sentative to the WTO and Chairman
of the WTO Council on TRIPs and
Dr. Toufiq Ali, Permanent Repre-sentative
of Bangladesh in Geneva, the dialogue
was attended by a number of local
and international experts and members
of Geneva based diplomatic missions
of different countries including
Pakistan, Sri Lanka, the

Philippines, Indonesia,
India and Thailand. The dialogue,
held at the Rajendrapur BRAC Centre
during April 19-21,2002, included
four round table discussions and
a field visit. The themes of the
four sessions were: TRIPs Implementation
and Review: International Context;
TRIPs and Public Health; IPR, Access
to Biological Resources and Benefit
Sharing: National Legislation and
Experiences; and IPRs, Protection
of Traditional Knowledge and Benefit
Sharing.
The participants
at the multi-stakeholder dialogue
discussed the trend of commercialising
the traditional knowledge based
products and services. They underscored
the need for promoting equitable
benefit
