coping strategies and making recommendations to address
global challenges and improve the employment opportunities,
particularly for women workers.
During
the period under the Trade Policy Programme, CPD's collaborating
institution, the CTPL completed two studies. Ms. Ann
Weston, Vice President, North-South Institute, Ottawa,
completed a paper on "Market Access of Bangladeshi
Products to Canada: Prospects of Export

Diversification".
The paper was presented in the Third Policy Appreciation
Workshop on "WTO and Bangladesh" held during
December 17-19, 2002 in Dhaka. Professor J. Anthony VanDuzer,
Faculty of Law, University of Ottawa, Canada and Senior
Associate, Centre for Trade Policy and Law (CTPL) has
conducted a study on "TRIPs and Its Implications
for Bangladeshi Pharmaceutical Industry". The paper
was presented at the national dialogue on "Doha Declaration
on TRIPS and Public Health: What is in it for Bangladesh?"
held at the BRAC Centre Inn, Dhaka on December 15, 2002. |

The CPD-CTPL Policy Appreciation Workshop on "WTO
and Bangladesh" was held during December 17 - 19,
2002 at the BRAC Centre Auditorium, Dhaka. The workshop
was the third of its kind under the Trade Policy Programme
of the CPD and was attended by officials and researchers
from twenty-nine governmental and non-governmental institutions.
The governmental institutions, which sent participants
to the workshop were: Bangladesh Public Administration
Training Centre, Bangladesh Bank, Bangladesh Tariff Commission,
Export Promotion Bureau, Ministry of Law, Justice and
Parliamentary Affairs, Ministry of Agriculture, Ministry
of Textiles? Ministry of Industries, Ministry of Foreign
Affairs, Ministry of Finance, and Ministry of Commerce.
The participating trade bodies were: Foreign Investors'
Chamber of Commerce and Industry, the Federation of Bangladesh
Chambers of Commerce and Industres, and the Dhaka Stock
Exchange Ltd. Three CPD Research Associates also took
part in the workshop. The workshop exposed the participants
to Bangladesh's interests and options as regards the emerging
agendas in the WTO. The workshop covered |

the
following six issues of trade interest to Bangladesh:
(1) Functioning of the WTO; (2) Market Access Issues;
(3) Dispute Settlement Mechanism; (4) General Agreement
on Trade in Services (GATS); (5) TRIPS Agreement: Implications
for Bangladesh; and (6) Accession of China into the WTO
and Its Implications for Bangladesh.
Leading
trade specialists from Canada which included Professor
J. Anthony VanDuzer, Senior Associate, CTPL; Ms. Ann
Weston, Vice President and Research Coordinator of the
North-South Institute, Ottawa; and Mr. Wenguo Cai, Programme
Director (Asia-Pacific) and Senior Associate, CTPL,
conducted the sessions at the workshop. CPD experts
who conducted various sessions of the workshop were
Dr. Debapriya Bhattacharya and Professor Mustafizur
Rahman, Dr. Ananya Raihan, Dr. Fahmida A. Khatun. Ambassador
Dr. Toufiq Ali, Permanent Representative of Bangladesh
to the WTO, inaugurated the workshop and presented a
paper on the WTO. CPD chairperson Professor Rehman Sobhan
chaired the concluding session of the workshop which
was also attended by Mr. Suhel A. Chowdhury, Secretary,
Ministry of Commerce as the Chief Guest and Mr. John
Moore, Head of Aid, Canadian High Commission, Dhaka,
as Special Guest.
