Trade and Environment

CPD has prepared a study on Environmental Impact of Trade-Related Policies on the Marine Fisheries Sector in Bangladesh for the Economics and Trade Unit (ETU) of the United Nations Environmental Programme (UNEP), Geneva. The study has examined the implications of various trade-related policies on the marine fisheries sector of the country and has identified a set of policy measures for promoting sustainable use of Bangladesh's marine resources. The study was jointly prepared by Dr Fahmida A Khatun, Dr Debapriya Bhattacharya and Professor Mustafizur Rahman.


CPD Research Fellow Dr Fahmida A Khatun has prepared a study titled Post-Doha Developments in Trade and Environment in the WTO which deals with some of the key issues of Bangladesh's interest in the emerging area of trade and development in the global multilateral trading system. This study, which will constitute a chapter on the forthcoming book on From Doha to Cancun, has been carried out as part of the CPD's Trade Policy Analysis (TPA) programme.

WTO Issues

Research Director Professor Mustafizur Rahman is currently working on the paper on Ongoing Negotiations on Market Access: Bangladesh's Concerns and Interests. This paper is also being prepared under CPD's Trade Policy Analysis (TPA) programme.


As part of CPD's programme to contribute to Bangladesh's policy stance at the Fifth Ministerial Meeting of the WTO in Cancun, CPD prepared four Policy Briefs on: (i) The Issue of Trade, Debt and Finance in the WTO: Bangladesh's Interests and Concerns; (ii) Market Access Issues in the Context of the Doha
Development Round: Bangladesh's Interests and Concerns; (iii) Trade and Transfer of Technology in the WTO Agreements: Bangladesh's Interests and Concerns; and (iv) Post Doha Negotiations on Agreement on Agriculture: Issues of Concerns and Interests for Bangladesh. These reports were submitted to the Ministry of Commerce. The reports were prepared by an expert team at CPD which included Dr Debapriya Bhattacharya, Professor Mustafizur Rahman, Dr Uttam Kumar Deb, Ms Sharmin Farhana Rahman and Mr Kazi Mahmudur Rahman.
Interim IRBD 2003

In May 2003 CPD completed its work on preparation of the Interim IRBD 2003 which is a mid-term evaluation of the state of the Bangladesh economy focusing on the performance of the economy during the first nine months of Fiscal Year 2003. The Interim IRBD 2003 included the following chapters: State of the Bangladesh Economy 2002-2003, Poverty Reduction Strategy for Bangladesh: A CPD Review of the IPRSP Draft, and Impact of Iraq War on Bangladesh Economy. The studies were carried out by a CPD research team which included Dr Debapriya Bhattacharya, Professor Mustafizur Rahman, Dr Ananya Raihan and Dr Uttam K Deb.


ICT

CPD Research Fellow Dr Ananya Raihan has completed a study on Evaluation of www.bangladeshgovernment.info and Development and Operationalisation of Trade Portal. The report has been prepared for and submitted to the Ministry of Commerce, Government of Bangladesh.


GCR 2003-2004

CPD has completed a survey of a large number of business establishments to elicit data for its contribution to the Global Competitiveness Report (GCR) 2003-2004. CPD is collaborating with the World Economic Forum in preparing this Report.

CPD Professionals Overseas

Professor Rehman Sobhan

Professor Rehman Sobhan, Chairman, CPD, and Executive Director, SACEPS attended the following events during the April - June period:

SACEPS Board Meeting at Rausing Executive Centre, Lahore University of Management Sciences (LUMS) held in Lahore on May 20, 2003.

SACEPS Meeting held during May 21-22, 2003, in Lahore at the Rausing Executive Centre, LUMS. He made a presentation on Post-Doha Negotiations in the WTO: Advancing the Interests of South Asian Countries at the meeting.

Dr Debapriya Bhattacharya

The Executive Director of CPD Dr Debapriya Bhattacharya attended a conference on The Coherence and Impact of Rich Countries' Policies on Developing Countries, as a resource person. The meeting was organised by the Organisation for Economic Co-operation and Development (OECD) in Paris during June 21-25, 2003.

Professor Mustafizur Rahman

CPD Research Director Professor Mustafizur Rahman is currently at the Yale University, USA as a Visiting Fellow under the Fulbright Fellowship Programme. During his tenure at Yale (May - August '03) Professor Rahman will conduct research on the Impact of US Trade

and Development Act 2000 on Bangladesh's Export-oriented Apparel Sector.

Dr M Rahmatullah

Dr M Rahmatullah, Programme Director, CPD and Senior Advisor to the Executive Director, SACEPS, attended the SACEPS Board Meetings held during May 19-22, 2003 at the Rausing Executive Centre, LUMS, Lahore.

Anisatul Fatema Yousuf

Anisatul Fatema Yousuf, Head (Dialogue & Communication Division), CPD participated in the workshop on Maximising Civil Society's Contribution to Democracy and Development in New Delhi, India, held during May 6-8, 2003. The workshop was organised by The Commonwealth Foundation.

Dr Uttam Kumar Deb

Dr Uttam Kumar Deb, Research Fellow, CPD participated in the following seminars during April - June, 2003:

Workshop on Analysis of Trade Liberalization for Poverty Alleviation jointly organised by the Council for Agricultural Research Policy (CARP), World Bank Institute (WBI) and the International Food Policy Research Institute (IFPRI) during April 21-25, 2003. Dr Deb made a presentation on Liberalisation of Rice Trade: Can Bangladesh Withstand Regional Competition? at the seminar.
Dr Deb made a presentation on Bangladesh Country Study at the Regional Consultation on Trade and Human Development:

Agriculture, Fisheries and Geographical Indications - What is at Stake in Cancun? The meeting was organised by the Asia Trade Initiative/UNDP, Vietnam during June 16-17, 2003.

CPD Research Fellow Dr Fahmida A Khatun participated in the following events during the second quarter of 2003:

A workshop on Brainstorming on Asian Countries' Trade Interests and Capacity Building Needs in the Framework of the Cancun Ministerial and Beyond held at the Institute of Trade and Development (ITD), Bangkok, during June 4-6, 2003. The event was jointly organised by ITD, UNCTAD, ADB and Asia Trade Initiative/UNDP.

Seminar on Regional Consultation on Trade and Human Development: Agriculture, Fisheries and Geographical Indications - What is at Stake at the WTO Ministerial in Cancun? Dr Fahmida took part as a designated discussant. The Asia Trade Initiative/UNDP, Vietnam organised the conference during June 16-17, 2003.
